When installing some installation files on the terminal server, you can get the following error: "Your computer security settings do not allow this file to be downloaded." It normally happens when using IE as browser.

To solve this issue, open up Server Manager and go to the Local server tab. There's a portion that says IE enhance security. You have to disable that option.
